According to the Vietnam Trade Office in Pakistan, the National Tariffs Committee of Pakistan initiated the anti-dumping investigation on some cold-rolled steel products originating from/exporting from Vietnam and China, The European Union (EU) and the Republic of Korea.
1. Vietnam cold-rolled steels face dumping charges in Pakistan
Specifically, the goods under investigation are cold-rolled steel coils and sheets which are classified according to the customs codes of Pakistan: 7209.1510, 7209.1590, 7209.1610, 7209.1690. 7209.1710, 7209.1790, 7209.1810, 7209.1891, 7209.1899, 7209.2510, 7209.2590, 7209.2610, 7209.2690, 7209.2710, 7209.2790, 7209.2810 and 7209.2890.
The Vietnamese enterprise sued by the Pakistani side is China Steel & Nippon Steel Vietnam Joint Stock Company (CSVC), with the alleged dumping tax rate against Vietnamese enterprises at 27.98%.
2. What the parties involved should do?
To register as a related party in the case, the parties involved must present themselves to the investigating agency, the National Tariffs Committee of Pakistan, within 10 days of the initiation of an anti-dumping investigation, i.e. February 25, 2021. The deadline to answer the questionnaire and submit information and comments within 45 days from the date of initiation.
Accordingly, the National Tariffs Committee of Pakistan will issue a preliminary conclusion within 60-180 days after initiating the case and issue a final conclusion within 180 days from the date of issuance of the preliminary conclusion.
Concerning the case, the Trade Defense Department, the Ministry of Industry and Trade argued that any action that exhibited inadequate cooperation or cooperation could lead to Pakistani investigative authorities using the available evidence, disadvantage or apply the highest anti-dumping tax rate proposed by the plaintiff. The imposition of high anti-dumping duties will reduce competitive advantage, risk losing part or all of the export market to Pakistan’s domestic manufacturing industry and competitors from other countries.
Therefore, associations and related cold-rolled steel producers and exporters need to quickly report to the Investigation Agency and participate in full cooperation, answer the questionnaire to enjoy their own tax rate.
In addition, the Trade Defense Department also recommends that enterprises regularly coordinate and exchange information with Pakistani importers to raise their voice with the Pakistani Government, and request the Investigation Agency to seriously consider social and economic benefits and consumer interests.
At the same time, regularly consult with the Trade Defense Department to receive timely support.
